Dear Sagar Poudel,
Congratulations in your completing 12th. I wish you to secure high marks.

All major institutes in India (IITs and other centrally funded institutes, some of the state funded institutes) admits students for Bachelors programs through a JEE entrance examination. It seems Mathematics is compulsory for securing and admission.

There may be exceptions in some institutes and colleges. Since you mention that you are a bio student, you have to search for such an institute or college who provides courses in Environmental Engineering and admits students without a mathematics back ground in 12th.
All the best,
Suresh
