Dear Sir,
I had enrolled in a Ph.D(Computer Science) program at a Private University in May 2014. I paid the full fee for first year. However, due to some financial constraints, I didn't paid any fee to them for the second year. Being still in second year, I applied to them for a Migration certificate citing the same reason of financial constraints and my inability to pay such huge fee. The university is saying that they will issue migration certificate only when I pay them the full fee of second year. I argued that since no work/no interaction was done in second year and I am still in second year, I am unable to pay any fee. The matter is still pending. Plz guide me how can I get migration certificate from them since another university is ready to enroll me in the second year of Ph.D and is also ready to consider my first year course work which I completed successfully at the first university.
Plz help.
