Q I have a wild allamanda (mandevilla amarilla) for the 3rd year.... the vine itself is growing beautifully but it is not blooming this year... there are small white clusters of "something" throughout the plant... what is it and what do I do to get rid of it.. It seems to be the reason it is not blooming. We've tried pestisides and they do nothing

Is that white cluster are moving. you keenly observe that white clusters i think these are small insects which will stop growing the plant. try to remove them from the plant.
