Whether the scheme of the RBI for senior citizens through Nationalised Banks and the Indian Govt. Scheme for senior citizens through Post Offices is the one and the same? The deposits upto 15 lacs in both the schemes are treated seperately?

Sir, I have a query about postal monthly income scheme. I have deposited Rs. 30000/- through an agent. But I have not received any passbook so far even after 6 months. When I quirred the agent said there is no passbook available in post office. Is it possible in a govt department that forms/stationeries not available.
