Is it best to cut the flowers off the plant so the nutrients go back to the potatoes making them grow bigger

IIs growing bittergourd in my garden legal in the U.S., I have taken it to the farmers market and it sells,but is it legal to do so? I have been asked and would like to know, I have friends from the Philippines and India and come from a Native American background. Please let me know if you can, thank you Gale Wheaton
