My baby is 14 months oldg her's head circumference is 43 inches,weight 8.5kg.Hers mental activites are good but coming to phsical activites she is slow.so please give me the solution for this.

my baby complete his 3 month, and from his 1 month I place a dark colour cloth hanging upward to him and he continously looking at it and playing now he only focus on upward sight and dont look straight. when we talk to him he dont look at us but look upward only now i am very tensed is this problem continues forever or i have to consult eye doctor.please advise me related to this proble .
